The Ugandan Government plans to restrict Kenyan refugees.

Tororo Resident DC, Mr Mpimbaza Hashaka, said refugees in Mulanda sub-county would not be allowed to travel without a permit.

"Your security is important. This measure will control uncoordinated movement within the district," Hashaka told refugees at Mulanda Technical College, on Friday.

The United Nations Office for the Co-ordination of Humanitarian Affairs says the number of Kenyan refugees in Uganda has reached 12,000.

The district police chief, Mr George Habaho, said security officers had been deployed to the camp. "When the refugees moved here, life was relaxed. Many resorted to drinking and unnecessary movement. Three were arrested for selling tents to buy alcohol," he added.
